My Research Experience:

I am a legal scholar and social scientist specializing in governance and technology, and I am a former Research Fellow with the Nebraska Governance and Technology Center (NGTC). My research focuses on data privacy, public opinion on technological progression, digital civil society, and democracy. As a doctoral student, I was mentored by Dr. Ari Kohen, Dr. Adrian Wisnicki, and Dr. Ingrid Haas. I specialize in digital ethics and the assessment of the impact of digitalization on society and human rights, with a particular focus on digital civil society and data privacy. With support from NGTC, I gained expertise in public opinion data collection, conducting in-depth interviews, analyzing big data, and monitoring social media trends. To tackle these diverse issues, I pursued further development of my mixed-methods research skills with the guidance of Dr. Ross Miller and Dr. Wayne Babchuk. The overarching goal of my research is to understand the impact of digitalization on both society and individuals, and to provide meaningful policy recommendations and data-driven analysis for legislators, civil society, and other stakeholders—so that we are better equipped to face the digital future with the fourth generation of human rights.

BIO:

Łukasz is the founder of multiple social entrepreneurship projects and nonprofits—currently leading one in stealth mode during a phase of securing major funds from strategic donors. His business innovates civil society for a digital era. 

He earned his Ph.D. in Political Science with a concentration in Human Rights and a specialization in Governance and Technology. He also holds a law degree from the European University Viadrina. His professional and civic engagements reflect a longstanding commitment to digital ethics and democratic resilience. He has worked with organizations such as Humanity in Action, the American Civil Liberties Union, and Polish Humanitarian Action. He co-founded several initiatives, including the Peace and Liberal Arts Education Center, the Anne Frank Project: Poznań, and the Global Dialogue Center. As the Pat Cox Fellow in the European Parliament, he worked with the Delegation Chair to the Korean Peninsula and the Development Committee, contributing to international policy work in a digitally connected geopolitical context. 

Łukasz’s current research investigates how civil society mobilizes in digital spaces, the governance of personal data, and the implications of Life 3.0 for democracy and the rights of individuals.
